iii About the Authors Lois Ritter, EdD, MS, MA, MS-HCA, PMP, CHDA, CPHIMS Lois Ritter teaches in the Master of Public Health program at the Univer- sity of Nevada, Reno and is a research consultant. She holds a doctoral degree in education and master’s degrees in health science, social and cultural anthropology, and healthcare administration. She has conducted national and statewide research on topics such as telehealth, human traf- ficking, and substance abuse. She is a published author of several journal articles and textbooks and has presented at international, national, and regional conferences. Donald Graham, JD, MA Attorney Sacramento, California Donald Graham is an attorney and also holds a master’s degree in urban studies. He has been licensed for over 20 years in both Cal- ifornia and Washington State. His practice involves both civil and criminal justice matters, including personal injury, medical licens- ing, and Medicaid fraud. Mr. Graham’s career has included serving as Deputy Director of the Los Angeles Regional Criminal Justice Planning Board, as an instructor for the Criminal Justice Planning Institute at the University of Southern California, as a consultant to the National Council of Juvenile and Family Court Judges, and as Administrator of the regional Developmental Disabilities Cen- ter in Orange County, California. During the past 15 years, he has been periodically involved in assessing programs delivering ser- vices for children’s mental health, child abuse, and homelessness. Mr. Graham’s published works include articles, journals, and a text- book on a variety of related topics.
